Timus is the Galactic Federation's Ambassador to the Emergent Worlds. He is responsible for overseeing the development and full entry of the Emergent Worlds into the Federation.
He sometimes becomes frustrated with the bureaucratic methods in the Federation and takes unusual actions to achieve his aims.
He has the ability to allow people to communicate without knowing their language, even when they have no telepathic abilities of their own. When he holds his hand in front of the person's neck, they can then understand another language, and can speak that language. It appears that he can only use this ability on one person at at time.
He is quite militaristic, and his influence made the President take a more aggressive approach to the Sorsons, Thargons and Tomorrow People.
He knows of the Thargons from the incident with General Papa Minn. He has also heard of the Tomorrow People.
He met the Sorson General when he landed on Earth, but did not trust him. When the Sorsons gave him some spaceships he had them modified with nuclear missiles.
He does not trust the Tomorrow People, he believes that they allegiance is with the Galactic Federation, rather than with Earth. This is supported when the Tomorrow People will not provide Earth with advanced technology.
